Delhi bars non-BS VI vehicles registered outside city from November 1

The Delhi government has implemented winter pollution-control measures including construction bans and office attendance caps.

The Delhi government has implemented a series of winter pollution-control measures starting November 1, which includes a ban on non-BS VI vehicles registered outside the capital. According to reports from The Tribune, the restrictions on these vehicles will run from November 1 to January 31.

Under the new rules, vehicles registered outside Delhi that meet BS-IV or older emission standards cannot enter or operate in the city. Exemptions apply to electric and CNG vehicles, ambulances, police vehicles, and fire tenders. Two-wheelers are also exempt from the ban, according to Outlook.

The government is also limiting physical attendance in both private and government offices to a 50 per cent cap until January 31. To manage traffic, Municipal Corporation of Delhi offices will operate from 8.30 am to 5 pm, while Delhi Government offices will run from 10 am to 6.30 pm.

Construction activities that generate dust, including outdoor civil work and demolition, are prohibited between November 1 and January 31. A stricter ban on all construction and demolition will be enforced from December 10 to January 20. Essential infrastructure projects may continue under specific conditions.

Enforcement will involve special teams and AI-enabled surveillance. Automatic number plate recognition cameras will identify restricted vehicles to generate e-challans. Additionally, parking charges at authorised facilities will double from November 1 to February 28, though DMRC parking lots are exempt.

The Delhi High Court recently refused an urgent hearing request for a plea challenging the vehicle ban. Acting Chief Justice Nitin Wasudeo Sambre and Justice Sanjay Sharma stated there was no urgency in the matter.
