Delhi to restrict non-compliant vehicle entry from November 1
Revised GRAP rules will bar vehicles below BS-VI standards from entering the capital until January 31, 2027.
The Delhi Traffic Police will enforce vehicle-entry restrictions starting November 1, 2026, under the revised Graded Response Action Plan (GRAP), according to the Indian Express. The curbs, which are expected to last until at least January 31, 2027, target vehicles registered outside the capital that do not meet BS-VI emission standards.
The restrictions apply to petrol and diesel vehicles below BS-VI norms, non-compliant interstate buses, tractors, and jugaad vehicles. Trucks not destined for Delhi must use peripheral expressways, while vehicles without a valid PUC certificate are also restricted. Electric and CNG vehicles, along with exempted vehicles such as ambulances, fire tenders, and police vehicles, are allowed to enter.
The Commission for Air Quality Management (CAQM) had previously invoked Stage I of GRAP on October 21 after the air quality index jumped from 179 to 244. Under the revised rules, CAQM can invoke GRAP stages based on weather forecasts and dynamic models before the air quality actually reaches specific thresholds.
The Supreme Court Bar Association has raised objections to the restrictions, noting that advocates commuting from NCR cities like Noida, Ghaziabad, Gurugram, and Faridabad will face difficulties, as reported by PTI. Transport Department estimates suggest more than 10 lakh vehicles in cities including Noida, Gurugram, Faridabad, and Ghaziabad could be affected by the decision.
