Jammu becomes winter capital as Darbar Move returns

The Jammu and Kashmir administration has resumed operations in Jammu following the restoration of the 154-year-old biannual Darbar Move practice.

The Jammu and Kashmir administration began operating from Jammu on Monday as the 154-year-old Darbar Move practice returned. According to India Today, the Civil Secretariat, Lok Bhawan, and various government offices reopened in Jammu two days after they closed in Srinagar.

Chief Minister Omar Abdullah arrived at the Civil Secretariat, the Union Territory government's seat, where he took a salute from a ceremonial guard of honour. He subsequently visited several offices at the Secretariat and spoke with officials.

Security has been increased across Jammu, specifically around the Secretariat and vital installations. Officials told PTI that police and paramilitary personnel have been stationed at key locations and along major roads.

The Civil Secretariat, which houses the offices of the chief minister, ministers, and chief secretary, underwent renovation before reopening. This included work on other government buildings and residential housing for employees.

The Darbar Move was originally started by Dogra rulers in 1872 to move the administration to Jammu during the winter in the Kashmir Valley. The practice was stopped in 2021 by the Lieutenant Governor-led administration to save money and move toward electronic office systems.

The Omar Abdullah-led government restored the practice in October 2025 to fulfil an electoral promise. The movement of employees and their families to Jammu provides an economic boost to local businesses and markets during the winter.
