Telangana introduces unified village development planning framework
The new GPSAP rules mandate gram panchayats to create integrated development plans covering infrastructure, housing and welfare programmes.
The Telangana government has introduced a comprehensive village development planning framework to integrate departmental schemes and strengthen grassroots monitoring, according to The Hindu.
The Panchayat Raj and Rural Development Department issued an order on October 27 notifying the Telangana Gram Panchayat Samagra Abhivruddhi Pranalika (GPSAP) Rules, 2026.
Under these rules, every gram panchayat must prepare an Integrated Perspective Development Plan for three to five years alongside an annual action plan.
The government has stipulated that the perspective development plan should consider a financial outlay equal to 125 per cent of the prior year's funds and the anticipated finances for the current year.
Panchayat Secretaries are required to collect and maintain computerised, monthly updated household-wise information on assets, livestock, housing and employment through an online portal.
The framework seeks to integrate the GPDP and Viksit Gram Panchayat Plan with the GPSAP to align village planning with Sustainable Development Goals.
