J&K colleges must follow strict attendance and biometric monitoring rules
The Directorate of Colleges warned of disciplinary action against staff members who violate working hours or remain absent without authorisation.
The Directorate of Colleges, Higher Education Department, Jammu and Kashmir, has ordered all Government Degree Colleges to implement rigorous attendance protocols and fixed working hours, according to the Daily Excelsior.
Director Colleges Prof. (Dr.) Twinkle Suri stated that instances of unauthorised absence and failure to follow working hours have been observed, which impact institutional discipline and the teaching-learning process.
All principals of Government Degree Colleges must ensure that both teaching and non-teaching staff comply with these rules. The instructions include regular biometric attendance, punctuality, and the continuous conduct of classes.
Employees are prohibited from leaving college grounds during working hours without obtaining prior permission from a competent authority. Heads of Institutions have been tasked with personally monitoring compliance to ensure accountability.
The Directorate warned that any violations or the submission of inaccurate information will be treated seriously and could lead to disciplinary action under applicable rules.
These directions have been sent to the principals of Government Degree Colleges and Government College of Engineering and Technology institutions throughout Jammu and Kashmir.
