Beneficiaries have no indefeasible right to Gruha Lakshmi aid, says government

The Karnataka government told the High Court that the scheme's implementation depends on administrative exigencies and the state's financial constraints.

The Karnataka government has informed the Karnataka High Court that the Gruha Lakshmi scheme is a benevolent initiative that does not grant beneficiaries an indefeasible right to claim money, according to the Deccan Herald.

The flagship guarantee scheme provides Rs 2,000 per month to women heads of households, with 1.24 crore beneficiaries currently enrolled.

In an affidavit filed in response to a suit seeking the release of arrears, the government stated that the scheme aims to empower female heads of families. It added that implementation depends on administrative exigencies and beneficiaries cannot seek enforcement through judicial interference.

The government further submitted that the existence of the scheme does not confer a right to claim assistance based on legitimate expectation, especially when the state faces genuine financial constraints.

The state also noted that Gruha Lakshmi payments were not made in February and March 2025 due to these financial constraints.
