Delhi notifies new policy to provide homes for 5 lakh slum families

The Delhi Slum and Jhuggi Jhopri Relocation and Rehabilitation Policy, 2026, aims to benefit approximately 20 lakh people across the capital.

The Delhi government on Thursday notified the Delhi Slum and Jhuggi Jhopri Relocation and Rehabilitation Policy, 2026, to provide permanent housing to nearly 4-5 lakh families. According to reports by Outlook, The Pioneer, and Urban Acres, the initiative is expected to cover around 20 lakh people living in slum settlements throughout the national capital.

Under the new framework, eligibility includes slum settlements that were established by January 1, 2025. The policy prioritises in-situ rehabilitation or provides alternative housing within a three-kilometre radius of current locations to ensure residents stay near their schools, workplaces, and essential services.

Eligible households will receive one-bedroom, hall, and kitchen (1-BHK) units. Residential complexes will also feature healthcare facilities, schools, Anganwadi centres, and playgrounds. For families with persons with disabilities, the government will offer priority for ground-floor accommodation, subject to availability and certification.

Chief Minister Rekha Gupta stated that the policy aims to provide security and dignity to families rather than simply removing settlements. She noted that the initiative would support the 'Jahan Jhuggi, Wahan Makan' scheme and was guided by the vision of Garib Kalyan and Antyodaya.

Housing allotments will be managed through a computerised lottery. A centralised geographical information system (GIS)-based digital platform will be used to track projects, maintain records, and prevent duplicate allotments. The government will also provide a grievance redressal mechanism for families to raise concerns.

For projects using the public-private partnership (PPP) model, developers must arrange rental accommodation or financial assistance for families during redevelopment. The government will also maintain common infrastructure and security in the new complexes for five years following the first allotment.
