Delhi-NCR: CAQM invokes GRAP Stage III as air quality worsens

The Commission for Air Quality Management implemented emergency measures across the region as pollution levels approach the severe category before Diwali.

The Commission for Air Quality Management (CAQM) invoked Stage III of the Graded Response Action Plan (GRAP) across Delhi-NCR on Friday as air quality deteriorated. According to Times Now, the move was a precautionary measure taken by the CAQM Sub-Committee on GRAP.

The Air Quality Index (AQI) in Delhi reached 391 by 9 am on Friday, rising from 389 at 8 am. While the overall index was in the very poor category, 30 out of 59 monitoring stations recorded severe air quality. Rohini recorded the highest AQI at 475, followed by IIT Delhi at 472.

Under GRAP Stage III, strict restrictions are placed on dust-generating construction and demolition activities, including excavation, brickwork, and road construction. Stone crushers and mining activities must remain shut across the NCR. Certain infrastructure projects, such as metro, railway, and airport projects, are exempt provided they follow pollution-control norms.

The plan also includes measures for schools and offices. NCR state governments and the Delhi government are required to offer hybrid classes for students up to Class V where online teaching is possible. Authorities are also considering allowing public, municipal, and private offices to operate at 50 per cent capacity with the rest working from home.

The Supreme Court expressed concern over the recurring pollution crisis on Friday. A bench led by Chief Justice of India Surya Kant questioned why the air quality remains alarming despite regulatory measures, specifically noting vehicular emissions and heavy traffic in the region.
