India to push for predictable climate finance and technology transfer at COP31

Union Environment Minister Bhupender Yadav outlined India's priorities for the upcoming UN climate summit in Antalya, Türkiye.

Union Environment Minister Bhupender Yadav on Tuesday outlined India's key priorities for the upcoming UN Climate Change Conference (COP31), scheduled for November 9-20, 2026, in Antalya, Türkiye. Speaking at a press conference, Yadav stated that India will focus on securing predictable climate finance, technology transfer, and practical solutions for the Global South.

According to reports from The Hindu, Hindustan Times, and Mint, India will seek a decision to start a Climate Finance Work Programme. Yadav emphasised that financial support from developed nations under Article 9.1 of the Paris Agreement should be largely public, concessional, and predictable, without increasing the debt of developing countries.

The minister noted that India will oppose the imposition of top-down mitigation targets, arguing that efforts should remain party-driven and respect nationally determined contributions. India also intends to advocate for voluntary indicators under the Global Goal on Adaptation to ensure they do not become prerequisites for accessing funds.

Regarding technology, Yadav said developed countries have an obligation to share resources and that barriers involving trade, costs, and intellectual property rights must be removed. He also maintained that participation in carbon markets should be voluntary.

India plans to coordinate its efforts with the G-77 and China, the Like-Minded Developing Countries (LMDC) group, and the BASIC bloc. Yadav is expected to travel to Antalya on November 15 to participate in the summit.
