Telangana rejects 37 per cent of pre-SIR voter enrolment applications

Tens of thousands of Form-6 applications were turned down because they lacked a declaration form required for the Special Intensive Revision process.

A total of 1,92,574 applications for new voter enrolments in Telangana were rejected because they were not accompanied by a mandatory declaration form, according to The Hindu. This represents a 37 per cent rejection rate of the 5,20,331 applications received during the pre-Special Intensive Revision (SIR) period between January 1, 2026, and June 14, 2026.

The declaration form was an attachment to Form-6 exclusively for the SIR process. It required details of the voter or their parents or relatives from the 2002 SIR, or one of 12 listed documents as proof of citizenship. While the Election Commission of India (ECI) recently announced that the declaration is not required in states where SIR is not active, the change came after many Telangana applicants had already been turned down.

Of the total pre-SIR Form-6 applications, 3,22,785 were accepted as new enrolments until October 28, 2026, while 4,972 forms remain to be processed. Electoral officials attributed the rejections to the non-submission of the declaration form, despite the forms being submitted before the SIR process made the attachment mandatory.

Officials stated that the names of rejected applicants will not appear in the final rolls unless they submit the form again. An Electoral Registration Officer (ERO) said that declaration forms are now being sent door-to-door through Booth Level Officers (BLOs) to process the pre-SIR applications.
